The East Valley Water District (EVWD) Board of Director’s annual reorganization was held during the regularly scheduled board meeting on Wednesday, Dec. 11. David E. Smith was appointed unanimously to serve as the chairman of the board and Phillip R. Goodrich to serve as vice chairman of the board.

Smith has been a resident of Highland for 20 years and was elected to the board in November 2015. His involvement in the community includes having served on the district’s Rate Water Study Working Group, the finance committee for the San Bernardino Community Scholarship Association, and secretary of the Rotary North of San Bernardino. He currently serves as the chief compliance officer and branch manager of the securities firm Painter, Smith & Amberg, Inc. Smith holds a Master of Arts degree in education from Azusa Pacific University and a Bachelor of Science degree in business management along with a minor in marketing from California Polytechnic University, Pomona.

Goodrich was originally appointed to the EWVD board in February 2018 and elected in November 2018. He has served on the district’s Community Advisory Commission. During his time on the commission he provided invaluable input and guidance in the decision-making process for the district’s programs and services. For over 24 years, he served as president and chief financial officer at Qualifying Copying, Inc. His commitment to community engagement and partnership led him to serve as a member of the San Bernardino County Sheriff’s Department Council. He received an Associate Degree in digital electronics from DeVry University. Goodrich and family have called the city of Highland home for the past 28 years.

Smith and Goodrich are joined by Directors Chris Carrillo, Ronald L. Coats, and James Morales Jr. All members of the board are appointed for a two-year term.

All board meeting are open to the public and held every second and fourth Wednesday of the month at 5:30 p.m. Meetings are held at the District Headquarters Boardroom, 31111 Greenspot Road, Highland, CA 92346.
