On Thursday, Nov. 8, Frankie Ybarra was absentee booked by the San Bernardino County Sheriff’s Department at West Valley Detention Center for PC 192(c) – Vehicular Manslaughter.

According to police reports, on Monday, Nov. 5, Ybarra drove away from a traffic stop at a high rate of speed, he collided with another vehicle at an intersection, which killed motorist Elmer Hull, 62, of San Bernardino.

Ybarra ran from the traffic collision and he was apprehended by a police K-9 and arrested by the Sheriff’s Department.

Ybarra has an extensive criminal history, he is currently on California State Parole for PC 215 - Carjacking, and was a wanted felon for a parole violation, the report states. Ybarra remains at a local hospital as a result of injuries he sustained during the traffic collision and arrest.


When a sheriff’s deputy pulled over a car at Victoria Avenue at Mirada Road early Monday morning, the driver sped away through a red light and killed a 62-year-old San Bernardino man.

The deputy, from the Central Station, initiated the traffic stop at 4:50 a.m., according to a press release. As the deputy walked up to the vehicle, the driver, 42-year-old Frankie Ybarra of Rialto, drove off at a high rate of speed.

Ybarra’s car struck another driven by Elmer Hull at Victoria and Highland avenues.

“Hull sustained fatal injuries resulting from the collision,” the press release says. “Ybarra ran from the collision and was apprehended a short time later.”

The San Bernardino County Sheriff's Department’s Major Accident Investigation Team helped conduct the investigation.
